The ILA Public Policy Committee is interested in hearing ideas regarding potential legislation from ILA members. To help us understand your concept and make a decision on supporting it, please answer the following questions. Some research may be needed in order to answer some of them; the more complete the information you are able to provide, the easier it will be for PPC to evaluate your proposal.

2025 ILA Legislative Agenda Timeline and Requirements
1. ILA leadership solicits PPC members for potential legislative proposals. Proposals are due on August 1, 2024.
For a full and complete proposal vetting process, responses to the following points are required when items are submitted for consideration:
- Please give us your name and email address for follow up.
- Summarize the legislative proposal with appropriate background information in one or two paragraphs.
- Is this an adjustment to an existing statue, or is it new legislation?
- Has ILA previously proposed or considered this idea or something similar, to your knowledge? If so, when?
- What costs, if any, would arise as a result of this legislation? Under what circumstances? By whom would they be incurred (e.g. the state of Illinois, local government units, other)?
- If there is a cost to the state or a governmental unit, is it a one-time (capital) or recurring (operational) cost?
- Is this a district- or locality-specific issue, or is this a statewide proposal?
- Who or which organizations will support or oppose this proposal?
- To your knowledge, has ILA or have ILA members had discussions or met with potential opponents or supporters of this proposal?
- Has this idea been proposed in other states? If so, what were the results?
A one-page fact sheet outlining the rationale for advancing the proposal must accompany each proposal for consideration. See sample Per Capita Rate Increase Proposal 1-27-19.pdf. The one-pager is for our INTERNAL use in discussing proposals, presenting them to the ILA Executive Board, and eventually crafting outreach to legislators.
2. PPC meets for the first time in the 2024-25 governance year at ILA Orientation, Wednesday, July 17. PPC meets again August 7 to discuss submitted proposals for consideration.
3. PPC finalizes its recommendations to the Executive Board for the 2025 legislative agenda at its Monday, August 26, “September” meeting, held in late August due to the Labor Day holiday.
4. ILA Executive Board considers PPC legislative agenda recommendations at the September 19 Board Meeting.
5. All tentatively approved 2025 proposals submitted to Legislative Reference Bureau for drafting and formatting by October 1.
6. All 2025 approved legislative proposals pre-filed for legislative consideration, no later than January 10, 2025.
