Legislative Update -- June 5, 2025

The General Assembly spring session adjourned at 2:00 a.m. on Sunday, June 1, 2025. The $55 billion budget is one of the largest state budgets in history. 

Overall, our priorities did well, and we anticipate these bills will be going to the Governor for signing:

House Bill 42, sponsored by State Representative Terra Costa Howard and State Senator Laura Ellman, amends the Illinois Local Library Act and the Public Library District Act of 1991 to permit costs paid by outside residents of a relevant library jurisdiction to be paid quarterly or biannually if permitted by individual board regulations;

House Bill 1062, sponsored by State Representative Amy Briel and State Senator Rachel Ventura, changes the priorities for the connection of anchor institutions to the Illinois Century Network based upon distance from the Illinois Century Network's existing middle-mile network; 

Senate Bill 1550, sponsors from both parties supported the bill, which expands state grants for the State Library and Library Systems for construction grants to improve and enhance the security of public libraries; 

House Bill 1910, sponsored by State Representative Anna Moeller and State Senator Laura Fine, requires libraries to maintain opioid antagonists in an accessible facility location and take reasonable steps to have at least one staff member present who has completed training in how to recognize and respond to an opioid overdose, including the administration of the opioid antagonist.

The bill provides that library personnel are immune from liability for the administration of an opioid antagonist except for willful and wanton misconduct. More information will be forthcoming about House Bill 1910 provisions.
