Bylaws of the Reaching Forward Forum

Article I - Name
The name of this Forum shall be the Reaching Forward (RF) Commitee of the Illinois Library Association.

Article II - Purpose
The Reaching Forward Committee plans and executes the annual Reaching Forward Conference in order to to provide professional opportunities for library staff to grow, learn, and connect with new ideas.

Article III - Membership
Any individual working in an Illinois library who can meet the time commitment requirements may become a member of the Reaching Forward Committee.

Article IV - Meetings and the Association Year

Section 1 Association Year
The Reaching Forward Committee association year is July 1 - June 30

Section 2 Meetings
The committee meets once a month August - April (meetings may be canceled if not needed), the day before the Conference to complete preparations and once in June.

Article V - Committee Structure

Section 1 Committee Chair
The Committee Chair serves three years: one year as Incoming Chair, one year as Chair and one year as Past Chair.

Section 2 Committee Members
Committee members are expected to attend at least 75% of the meetings, bag stuffing the day before the conference and the conference.

Committee members shall serve for two-year terms. Terms are staggered. There is no term limit.

The committee shall consist of up to 20 members, not including the Chairs.

All committee members in good standing receive free registration to the RF Conference.

Section 3 Sub-Committees
Sub-committees may be formed by the Committee Chair in order to further activities related to the conference. Sub-committee chairs are appointed by the Committee Chair. Additional sub-committee members are added as needed.

Section 4 Manager Vacancy
Upon the resignation of the Committee Chair, the Incoming Chair will become Committee Chair for the remainder of that unfilled term and continue as Chair for his/her elected term.

Article VI - Nomination and Appointment

Section 1 Candidates
The Committee Chair candidate must serve in good standing on the Reaching Forward Committee for at least one year before applying for consideration. All candidates must fill-out the online form in January.

Section 2 Appointment
The Committee Chair will be voted on in February and announced to the committee in March. The Committee Chair term begins in July.

Article VII Amendments
These bylaws may be amended by a simple majority vote of the members present at the meeting, provided that notice of the proposed amendment is included in the notice of the meeting.

Article VIII Dissolution of the Forum
The Executive Board of the Illinois Library Association shall discontinue a forum when it has determined that the usefulness of the forum has ended. (Handbook of Organization, ILA Bylaws, Article XIII, Section 4)
